Proposal to Change School Boundaries - Spring 2022

Over the past few months during our Regular Board Meetings, the Norris Board of Trustees has supported the District’s request to modify the current Olive Drive Elementary School attendance boundaries.  This request is based upon the fact that over the past couple of years, Olive Drive Elementary has experienced tremendous growth due to two active housing developments and increasing enrollment from existing neighborhoods within its attendance boundaries.  Currently, for the 2021-2022 school year, Olive Drive Elementary is utilizing every available classroom space, has gained an additional 75 students compared to last school year, and has had to overflow students to other District campuses.  With the District's other elementary sites experiencing no growth or a decline in enrollment, the District needs to balance this influx of growth that is occurring within the current Olive Drive Elementary attendance boundaries to prevent any future concerns with overcrowding.  


In recent weeks, a proposal map (see below) has been created for consideration by the board and includes the following neighborhoods:


IMPORTANT NOTES FOR RESIDENTS IN THE PROPOSED AREAS

  • THESE PROPOSED BOUNDARY CHANGES WILL ONLY IMPACT FUTURE ENROLLMENTS AND WILL NOT IMPACT ANY STUDENTS CURRENTLY ENROLLED. 
  • If you have students currently enrolled at Olive Drive there is nothing you need to do and these changes will not affect enrollment or attendance.
  • If you have students currently enrolled at Olive Drive in the proposed areas and are interested in attending the new school of residence starting next school year, you may choose to do so.
  • If you have students currently enrolled at Olive Drive and have younger siblings to enroll at a later date, they will be able to attend Olive Drive.
  • Our goal is to positively impact the enrollment of Olive Drive while providing consistent enrollment for those families currently enrolled.

The current proposal will only affect new students residing in the following neighborhoods:

  1. North of Snow Road, East of Quail Creek Road, West of Coffee Road, and South of Etchart Road  (please see enclosed map)  
    1. Proposed New School of Attendance = Bimat Elementary

  1. The entire Gossamer Grove Development: North of 7th Standard, East of the Friant Kern Canal and West of the Lerdo Canal (please see enclosed map)
    1. Proposed New School of Attendance = Veterans Elementary

It is being proposed that beginning on March 1, 2022, all new families within these attendance boundaries enroll their student(s) at their new school of attendance.  If this proposal is approved it will not affect those students who reside in these areas that are currently attending Olive Drive Elementary or the enrollment of any of their younger siblings who are not yet of school age.  Current Olive Drive Elementary students who reside within these areas may choose to transfer to the new boundary school beginning with the 2022-2023 school year by contacting the District Office.  All of our District schools have a tradition of excellence and have outstanding teachers and staff who will challenge and care for your student(s).  


Prior to submitting the proposed plan for Board approval, district staff will be available on Thursday, January 20th from 3:30 p.m. to 5:00 p.m. at the Norris School District Office in the board room, located at 6940 Calloway Drive.  District staff will be available to provide additional information, answer any questions and collect any feedback for the Board of Trustees to consider for approval at the next Regular Board Meeting.
