Superintendent's Message

Welcome to the Norris School District where we have been in the business of educating students since 1880. We have four elementary sites: Bimat, Norris, Olive Drive and Veterans Elementary and Norris Middle School serving 7th and 8th grade students. Our total student enrollment is approximately 3900. We have plans for a 5th elementary school, Harvest Ranch, which will be located on Verdugo, just north of Snow Road. We will be ready to begin construction as we see student population growth in the future.
At Norris, we are committed to meeting the needs of all of our students. Teachers and staff are dedicated to providing each student the opportunity to achieve his or her highest potential. We strive to provide an environment where students and staff are recognized for their achievements, feel safe in their surroundings, and are treated fairly. We make every effort to help our students learn and grow to become responsible citizens. The Norris School District recognizes this is a tremendous responsibility and we take this responsibility very seriously.

Cy Silver
Superintendent's Background
Cy Silver earned his Bachelor of Arts degree in Political Science from California State University, Bakersfield in 2000. In 2001, he received his Single Subject Teaching Credential in Social Science and in 2003 received his Master of Arts degree in Educational Administration, also from California State University Bakersfield.
Mr. Silver’s career in education began in 2001 with the Kern High School District and North High School where he taught social studies, coordinated the A.V.I.D. program and coached multiple sports. Utilizing his teaching and leadership experience, Mr. Silver successfully served as an administrator in the Kern High School District: 2015, Dean of Students, 2015-2018 Assistant Principal of Instruction, 2018 - 2020, Supervising Administrator of Intervention and Supports.
In addition, Mr. Silver is a Bakersfield Native and attended the Norris School district from Kindergarten thru 8th grade (Class of 1993) and a North High School graduate (Class of 1997). He also served on the Norris Board of Trustees for seven years.
Cy and his wife of 13 years reside in the Norris School District. They have 3 children - 2 daughters (9 and 11) that currently attend Olive Drive Elementary and a son (4) that will enter the district soon.
